1. Provincial Recovery Plan: Today the Province announced the recovery plan for reopening the province. Read the details of the plan here: https://umnb.ca/wp-content/uploads/2020/04/COVID-19-Health-Recovery-Framework.pdf

Some key points:
  • All timelines are conditional; restrictions will be loosened and tightened as required, based on new cases.
  • No mass gatherings, festivals, or events until at least December 31.
  • Playgrounds, parks & fields: Municipalities are still responsible to keep people from gathering if these spaces are opened.

We’re gathering your questions about what this plan means for municipalities; send us your questions to margot.cragg@umnb.ca or 506-476-5641.

2. Financial support for municipalities: On Thursday FCM has released their recommendations for emergency federal funding for municipalities. These recommendations would mean badly-needed help for municipalities across the country.  Read the full recommendations:  https://data.fcm.ca/documents/resources/reports/protecting-vital-municipal-services.pdf

We are also continuing to follow up with the province on financial support. To date, no decisions have been made, but the Premier and Minister have cautioned that the province’s financial means are limited. They are discussing loosening financial rules around borrowing for operations.

3. Canada Emergency Business Account: The Canada Emergency Business Account (CEBA) provides interest-free loans of up to $40,000 to small businesses. However, we flagged that entities owned by “individual(s) holding political office,” including municipal elected officials, are not eligible. We’ve heard from folks concerned at having to choose between their business and their office. We brought these concerns to the Province and FCM; the Province indicates they are following up with the Feds.

As promised the update from Premier Blaine Higgs:
our meeting with him was via Skype, 113 attended and several key questions were addresses
1.will there be more testing in New Brunswick: At the present time our Government is comfortable with the number of tests being conducted.Having said that there will be NO restrictions lifted at this time as it pertains to person to person contacts. We are still following strict protocols and have to adhere to Public Health's directions in this matter. The Province has a 9 page document prepared together with Emergency Measures and we will have that on our Village web-site www.villageofalma.ca. We urge everyone to read this there is a lot of information pertaining to conducting of business.2. It is recognized that this pandemic brings a lot of financial hardships for everyone , Our MP Robert Moore has information regarding available funding as does our MLA Mike Holland , The Province ensures a lot of flexibility and cooperation.3. We all want to know whether there are actual measures in place to move some of the issues forward, we have been informed that Cabinet has formed an advisory committee to focus on re-starting economy and recovery once restrictions are being relaxed or lifted.
4. another point was infrastructure and priority will be given to programs already started - for us that will be our water well construction and we are setting up a virtual meeting with the engineers to move this project in the right direction. 5. Inter provincial travel will be monitored stringently and only essential travel will be allowed into New Brunswick, it is hoped that this will allow our Province to start relaxing restrictions and enjoy travel and commerce within our own boundaries, Please note at this point no restrictions have been lifted.Solid scrutiny remains in place. Lastly there was discussion on playgrounds, golf courses, and fishing , again current restrictions remain in place for the next two to three weeks with an extensive review before decisions are being made.
In summary we remain as vigilant as before, avoid gatherings, honour the social distancing demands, follow protective guidelines, keep our Village safe.
As much as we would love to have visitors and tourists here and to commence spring activities, please continue to be patient, caring, and most of all stay well.

Sincerely Kirstin
